No daily output on DST change over about sbfspot HOT 8 CLOSED

dear ron, thanks for the preadvise that SMAspot might reproduce the old issue on DLS again

on the discussion-forum (google-code) I had raised (dd okt) the question for confirmation
that at southern hemipshere it was ok (bruno fabre confirmed this for australia)
but at that time most pesons where at v2.0.6 (no time zone specified)

from your log file i do learn that the actual implementation by SMAspot (in v2.4.1.) might be too optimistic,
!! in earlier versions a delay of 2hours vav midnight was applied, at v241 this seems exact at midnight
when keeping in mind the large nbr of variants for DLS and timezones it might
be better if luc should keep a delay of at least 91minutes (this copes with the exception delta of 1h30m)

Note: DaTim at yyymmdd 00h00m00s is very tricky
in most environments this is displayed as yymm"dd-1" 24h00m00s

for evaluation of the origin of the problem, it'll worthwile to test several options,
-a- what if the time-zone is not given in the config file??
then the "old" estimate system might be used ?!?
-b-if feasible to evaluate: ??should this work correct with version "2.0.6" ??
to control this, you have to "run the old version" apply -ad8 (or even higher)
!!! write the output to a different directory
this might be the "workaround" to produce the missing daily file

i attach the analysis and the proposal for corrections

this issue =/= the older "NO-Daily-file" at DLS-day
but it did relate to the daily files for all days prior to the change over

dear all, my actual findings make that this is a MAJOR issue

as announced by ron, the issue occurs also with the DST change in WestEurope

-a- file with the name 19700101 is created
(the 19691231 file for ron comes as a result of "zero" date translated for UTC- as in USA)
-b- the daily file for the day of the DST can not be extracted (even not the next day) -> MAJOR issue

two test files (one for 31march, the other for 30march) give proof that the daily file can not be read
