It looks like I can still create duplicate scenarios, is this on purpose?

Well, by duplicate you mean with the same information right?

As I told you the idea is to move the scenario endpoints inside intent model, so the user will no notice how many scenarios there are, and he would update, delete and get a scenario by the intent id.

In order to avoid duplicates then we should throw an error with a message like "This intent already have a scenario. Please use update method if you want to change it"
