I think I figured this out, I need a cluster.py module that is hooked into from the authentication sequence, when a minion authenticates, the cluster.py sends off a special call to the other cluster nodes salt minions sharing the published public keys and the master private key.

I changed my mind, this works with master to master calls now, still needs testing

New approach, try 3, now the information is properly distributed, automatic service management is next
