Share with all the projects tslint.config
That's the only controversial for me since not all the packages has the same target, I don't see why we need to share that config?

I agree with you. I see 2 approaches to resolve this issue:

Have a minimal / non-opinionated
tslint.base.config
at the package root and let each package extends the base config depending on the package requirements. -
Or define a new tslint preset with several variants:
tslint-lwc:base
,tslint-lwc:node
andtslint-lwc:browser
for example.
