GNAT GPL (2013 and earlier) does not support 64 bit builds. Ada works fine in 64bits on Linux, so there is no inherent problem that needs to be fixed.
Closing this ticket until someone actually discovers a problem that needs to be fixed for 64bit Ada working on Windows.
