The issue is caused by using the incorrect baseband and sep file. My iPhone 7 was GLOBAL version and I was using the GSM sep and baseband. Upon using the correct ones future restore v2.45 WIN is working flawlessly.
DebugFile of successful restore on iOS 12.4 on August 20th, 2019 while the iOS 12.4 is still being signed by Apple.
