Do you have an example of a pkg-config file which prints out -F or -framework? Just something to test out on.

Sure, I encountered this with the Qt5 packages I installed with homebrew. But if you want a small .pc file which can be included in a test here is one.
foo.pc:
prefix=/usr
exec_prefix=${prefix}
includedir=${prefix}/include
libdir=${exec_prefix}/lib
Name: foo
Description: test framework libraries for pkg-config-rs
Version: 0.0.1
Cflags: -I${includedir}/foo
Libs: -F${libdir} -framework foo
from pkg-config-rs.
