Can you generate rdoc in debug mode?
$ gem which rdoc
/Library/Ruby/Gems/1.8/gems/rdoc-3.1/lib/rdoc.rb
Will give you the location rdoc is installed.
Use the directory to build rdoc in debug mode:
$ rdoc /Library/Ruby/Gems/1.8/gems/rdoc-3.1/lib --debug
This should give an exception report with a backtrace, please add it to this ticket.
rdoc-data is not needed for Ruby 1.9.2 as Ruby 1.9.2 generates the proper data at install time.

Directory doc already exists, but it looks like it isn't an RDoc directory.
