What about :passive handling?

I'm seeing this bug as well — it has nothing to do with :passive; rather it is related to the amqp gem's exchanges and queues caches. I think the fix may be just adding

   yield exchange if block_given?

in the proper places in the various object declaration methods in the case when the object is found in the cache.

I meant to say, should be yield to a block when :passive option is used? Does that sound like a good idea?

Well with passive: true we still get Declare-Ok, back, right, so what's the problem? On the other hand in case of nowait: true we should raise an exception when user pass a block.
