There should not be a directory called util
. If you need to put customized code somewhere, put it in the lib
directory.
Generally, you want to make any extra logic as generic as possible. By doing so, you can write a separate gem (and its tests) and just bundle in. Write an initializer if it needs to be customized for your application.
Rake tasks are difficult to test. Move most if not all logic to the object its acting on.

Most of the time, your extra logic for a Rake task should actually be a model. Models need not be backed by ActiveRecord, or even related to the front-end. Utility methods and classes, IMHO, almost always mean that you haven't totally understood the problem yet.
