Closing but feel free to reopen if iframes don't solve your problem. Also, note that you can create iframes via tag$iframe(), so you could integrate that with your loop:

for(i in 1:3){
  pi <- plot_ly(z = volcano, type = "heatmap")
  f <- paste0("p.",i,".html")
  htmlwidgets::saveWidget(pi, f)
  htmltools::tags$iframe(
    src=f,
    width="100%",
    height="400",
    scrolling="no",
    seamless="seamless",
    frameBorder="0"
  )
}

from htmltools.

You could use an <iframe>? Plotly actually has an internal function with recommended settings:

cat(plotly:::plotly_iframe())
<iframe src=".embed" width="100%" height="400" id="igraph" scrolling="no" seamless="seamless" frameBorder="0"> </iframe>

Meaning u probably want

<iframe src="p.html" width="100%" height="400" id="igraph" scrolling="no" seamless="seamless" frameBorder="0"> </iframe>
```
from htmltools.
