Add R Development Guide about bookdown.org HOT 6 CLOSED

Hello !

R development guide is already among the book listed on bookdown.org in the "Books" page

md file is here: https://github.com/rstudio/bookdown.org/blob/main/content/archive/external/contributor-r-project-org-rdevguide.md

However, it is not yet in the homepage - I was about to add it in #125 but this book is missing a book cover and we need too add two book as the same time.

It would be great if the R Development Guide good have a book cover we can use ?

Update: We have added a cover image and the url to the YAML metadata on the rdevguide repo
