Correcting Hunting rifle spawns about confogl HOT 4 CLOSED

I didn't want to take this route because if someone drops their HR later, and 
then they 
come back to the spawn, perhaps they are running the tank back, they will be 
unable to 
get another hunting rifle.  I could make the HR stacks act as an ammo pile if 
the limit 
has been reached though, which would still allow them to get picked up when one 
is 
dropped but stop players from running out of ammo.

Maybe make them one per stack like in 2.0?

Push I am about to do gives ammo to the player when they try to pick up an HR 
if the 
limit has been reached.
