Running this sample requires at least Windows build 1803 (v10.0.17134.0). This is because it uses Windows APIs (mainly the Windows.UI.Composition APIs) to present graphical content. If you had the right libs (like the oleaut32.lib mentioned in the error), you may be able to get this to build on macOS or Linux but I don't think that's officially supported at this time.
Running this on macOS would be like trying to run an application using CoreGraphics on Windows 🙂
