I can confirm that it installs just fine with Nix using this:
export CPPFLAGS="-x c++ "

I will take a closer look.
I think your changes generally look good.
If you add an -x flag for the mingw environment, that would be perfect.
It would not need to be added to the mswin environment as I do not think anyone uses that.
