I am having the same issue, I press enter which should normally result in moving to the next line (row) but nothing happens. I need to actually click on the scratchpad for the line break to register. Only started happening recently.

Thanks for the report! I see the same behavior. I've looked into it and it looks like a bug for all multiline text areas in DCS, because the same happens also e.g. in the situation text area in the mission editor. I am afraid that we have to wait for a fix from ED for that.
