In style css, look for:
textarea {
font-family: "游ゴシック", YuGothic, "ヒラギノ角ゴ Pro", "Hiragino Kaku Gothic Pro", "メイリオ", Meiryo, sans-serif
}
Add font you like that supports Cyrillic letters (I tried Roboto, works as expected but doesn't look good).

What font are you using? How did you set it up?
How does it work with other themes?

That's standard font of this theme, I guess it just missing Cyrillic.
Similar issue where author just pointed our there is a mechanism for font change which one in need could use: dim0627/hugo_theme_solit#7
If your theme have same customization options, that might be enough.
