You can already use CSS files by adding [styleSheet setting](/p/ReText/wiki/Configuration file) to the configuration file.

That CSS will be applied globally, we are planning per-document CSS support a bit later (probably for 4.0). That one will support embedding it into HTML files, as well.

Fixed in Git.

Now, you can add a .css file (for example, if file you are editing is foo.mkd, the corresponding .css file should be foo.css), and ReText will use that file for previews and also link to it in exported HTML files.
