Just putting in what we discussed on Discord. Ideally a single flag should be able to influence the preferred power usage behavior, as in "use_max_power=1". The driver then figures out itself what things to do, not do, based on what's possible from getting pcie information. This instead of the convoluted way it's done now.
Going around the conf file might not be ideal, perhaps more a discussion point. We can do draft implementation that relies on a flag on loading and move away later if it turns out that this is desired default behavior.
