Need to code the config file write out for changing configuration of settings

During initial startup no active users file is present. Need to check for file before adding user.
Does not crash script

For increased portability, need to code the RPC server path as a variable configurable by end user. This will eliminate the need for future code updates to reflect server changes. It will also allow the user to specify a completely different RPC server. This variable needs to be located in the config file.
