This action relies on the setting Preferences -> Editing behavior -> Move edit cursor when pasting/inserting media
When the edit cursor moves outside the Arrange the view automatically scrolls. This is how native paste works as well.
The setting can be disabled. The downside is that it'll prevent quick pasting multiple times back to back.

No this is different - when you paste with SWS/AW Paste, the view scrolls to the end of what you have pasted. To see the edit cursor, you actually need to scroll back over to the left! The setting you mention does not affect this behaviour.

I'm running build 2.13.2.0 and couldn't replicate using REAPER's native regular copy action. I also tested with Move edit cursor on time selection change enabled to mimic your setup and still couldn't.
In your demo the time selection end point ends up being at the end of the newly pasted item, but it's not clear if it has changed relative to its initial position.
