This sounds like a REAPER bug or limitation (will have to check how REAPER implements that action to figure out which). Probably related to this: #1395 (comment).

PreventUIRefresh is a REAPER feature that the cycle actions editor merely activates. And that action is also REAPER's.

Confirmed that it's related to cached track heights not being updated while PreventUIRefresh is active. The "View: Zoom in vertical" action recomputes the vertical zoom based on track heights before adding 1 to it. This can't be changed from SWS' side.

As a workaround, you could use a short Lua script to increase vertical zoom by two:

local vzoom = reaper.SNM_GetDoubleConfigVar('vzoom3', 6)
reaper.SNM_SetDoubleConfigVar('vzoom3', vzoom + 2)
