Panic when restarting during a snapshot operation on Postgres about readyset HOT 2 OPEN

Based on the logs I can see that the background threads (mostly compaction) did not exit in the 20 seconds timeframe our main threads waits. Causing it to finish abruptly (panic).

I was not able to reproduce the issue locally, probably because I either need a slower hardware or way more data for the issue to reproduce.

Based on my attempts, the panic will not cause any issues as snapshot will have to be started from scratch if it was not fully completed.
