Add translation guide for the beta version docs about zh-hans.react.dev HOT 11 CLOSED

I didn't see translations for beta readme in other translation repo. And we may adjust some texts for zh-hans. Keep it open for discussions.

和仓库的 README 一样，保留原有的英文放在下面。
不仅仅是翻译，结合本仓库已有的翻译流程进行完善，也就是写成翻译 beta 文件夹的翻译指南。
你可以先提 PR，我们一起完善。:)
