- Prevent rpc-maas installation failure due to rpc-maas requirements.txt having different versions than the ansible-lxc-rpc package requirements/versions.
- Prevent rpc-maas installation failure due to rpc-maas requirements.txt having versions that are missing from the repo folder for that version.
- Prevent ansible-lxc-rpc from installing newer packages that were intdended because the repo folder has two wheels for the same package. (i.e., 0.13.1 and 0.14.1 glanceclient, which broke 9.x installs)

we could just remove requirements.txt from rpc-maas and use the one in the main repo. We could leave a shadow requirements.txt in place (one that doesn't get read by the wheelbuilder) for those that do want to use the plugins standalone outside an RPC deployment.
Other steps (the wheelbuilder, pointing at the correct release folder when moving the tag) have been taken that in combination would then resolve this issue.
OR
just pull all this into the main repo, as is being discussed.
