[Core] ray.cancel may be failed on an async actor method about ray HOT 4 OPEN

There are at least two types of race conditions:

1. The is_task_running in the CoreWorker::CancelActorTaskOnExecutor is 0
2. The is_task_running in the CoreWorker::CancelActorTaskOnExecutor is 1 while the future = worker.core_worker.get_queued_future(task_id) in _raylet.pyx:: cancel_async_task is None
