I believe this is due to ansible version <2.10 and the ansible.builtin.
part not being parsed correctly. @cstackpole Do you have a hard requirement to use 2.9?

Unfortunately, I do. From Ubuntu to RHEL, the approved OS/software stack for me only has 2.9. I can not pip install the latest version in my environment.
Per the ansible documentation https://docs.ansible.com/ansible/latest/installation_guide/intro_installation.html#installing-ansible-on-rhel-centos-or-fedora :
Since Ansible 2.10 for RHEL is not available at this time, continue to use Ansible 2.9.
If the code base is now using newer then 2.9, can you please update the README?
Deployment environment must have Ansible 2.9.0+
