Handling of default values about qgep HOT 8 CLOSED

Urs said that it may be good enough to re-use the entries from previous forms. This should be good enough.

So maybe we can postpone this issue and see if is necessary at all.

One idea would be to save/load the last used values in the project and have it available after project load.

Ideally, such improvements could be a mix of a redesign (fields/form split) with some new features. This way it will be easier to get funding.

Some research should be done how other GIS (e.g. Topobase) handles default values. They have a concept of "reference data records".
