NuGet does work to some extent with mono. The NuGet.exe tool runs, but the msbuild task doesn't seem to work. I added an option to the projects to build with or without nuget, and when building with setup.py it won't try to use nuget.

In my view it should be ok to go with this for the 2.0 release so I think we should close this issue for now.

I've added calling the nuget.exe you added to setup.py, and along with your other recent changes that's working in both windows and linux. You should be able to remove the explicit call to nuget from the appveyor config now :)
