In order to have horizontally scalable layers we must define the auto scaling rules to be applied to each layer.
Identify the best path to provide auto scaling capabilities to the OpsViz stack.

I think the best place to add autoscaling rules for most of our use cases will be on the load balancer.

#71 is adding ES (semi)autoscaling via sensu and the remediator handler - not through opsworks load-autoscaling.

Opsworks only allows auto scaling based on one of three metrics. The sensu elasticsearch autoscaling is based on disk space capacity (graphite).

This initial implementation could be used as a starting point for further autoscaling needs.
