Where is the actual text for the coc?

@sjsrey From what I can tell/remember the actual text for the Code of Conduct and the CoC Reporting mechanism are in limbo within pysal.github.io (from when I got stuck on trying to integrate them into with the website).

The purpose of this repo was originally simply to function as a shell for the CoC gitter channel, but maybe it make sense to migrate the CoC documents here? @slumnitz @knaaptime What do you think?
