Added code in r110 . PS3.5-2008 7.8.1 (p44) explains how private creators set aside
blocks for their use. In dataset.setitem, now catch private tags going in and see
if private creator (odd group number and high byte of element part of tag is 0)
exists in the dataset. If so, can look up name in that private creator's dictionary.
Coded this and works for GEMS example in pydicom testfiles (e.g. CT_small.dcm).
