I hope this isn't too difficult for beginners, we might have to present the challenge code in a way that guides the structure a little. Maybe dropping the "check common passwords" criteria can make it simpler.

I think this looks good. You may want to edit and clarify that "ASCII characters" means non-alphanumeric ASCII characters (symbols).
I'd suggest presenting it in series of goals to make it simpler for beginners:
- Verify the password isn't in the list of common passwords (just return True/False)
- Change the True/False to a score based on password length, with common passwords scored at zero (per your instructions above)
- Modify the scoring mechanism to take password complexity into account and provide a human-readable rating (weak, strong, etc). Essentially the full exercise.
