I don't recall if it was the exact same error I faced when I setup my computer but it was certainly a similar error.
I followed the instructions of the top comment here
and it resolved the issue for me.

So you already installed VSBuild tools? Maybe it not added to your Path somehow or isn't visible from your command line?
Is there another way to verify your Microsoft Visual C++ is working perhaps?
Another possible workaround is to use WSL2.

@PWhiddy its already working based on that i guess also already settled the PATH too so idk whats wrong
