Since we will be relying on the user-installed version of Node.js, and will allow that to be any version - we should probably just use latest or ^8.10.0. It won't be "correct" wrt what the user is running, but they can change it if they want an even more precise typing based on what node version they are using.
The one argument for ^8.10.0 over latest is that we will be using that for closure serialized code per LTS support and availability in Lambda and Azure Functions.
