Build properties defined in app/config/config.yml will be added to the command line according to this doc: http://www.propelorm.org/wiki/Documentation/1.6/BuildConfiguration.
The propel.ini file is copied and renamed to build.properties at build time: https://github.com/propelorm/PropelBundle/blob/master/Command/PhingCommand.php#L105.
IMHO there is a conflict between these two levels of build properties.

Possible solutions (IMO):
- check the existance of propel.ini file. If it is exists, the initialization of
propertiescan be done as in the Propel15Plugin.
or - read the content of propel.ini file in the dependency injection.

Well, hard to get more information. Works fine for me since few months... I let you reopen an issue if you get another similar problem.
