You don't have to accept this prompt if that's not what you want to do - that's why it is a prompt after all.
Also, while we don't have a way of defining roles in the schema file yet, you can edit your migration files before applying and add necessary GRANT statements in SQL in there. See our documentation here.
Regardless, current behaviour is not a bug, so i am converting the issue to improvement request.
