So I took a microscope to 1.7 to see what he did, and it appears that all a muted note is is an extreme staccato effect. You play as little of the note as you can and apply a rest after the effect for the duration of the muted note. So a muted quarter note is basically a staccato grace* note plus a rest for the duration of the quarter note.
Here's my test file. A couple unmuted for comparison, followed by muted, with a slow tempo as my "microscope" to discern what's going on:
