With the introduction recently of RBAC, I think that this feature should be reviewed to create read-only users instead of a read-only mode when starting Portainer.

I was thinking about this too, having a public read-only view for people that you dont want to be messing with your container, and you have to login to be able to edit anything, able to turn this on and off in settings and off by default

This is really helpful feature considering when different role as dev and system admin facing the same production environment.
