We currently don't support modern site pages outside of the default site pages library. The logic to load the site pages library has been updated to always find the correct library. This also applies to sites created in non-English locale. See pnp/PnP-PowerShell@a0c4663 for the commit

Closing issue as this update will appear in the January release of PnP PowerShell, target release date is Jan 7th 2019
