This is an issue caused by the processing of LINGUAS by upstream. The CMake build system expects .po files to be present for the given languages, in your case de_DE, which is not present, while de.po is. Build will fail with any missing language. You should report this upstream to get this fixed. A workaround is to disable the 'nls' USE flag.

An alternative would be to filter the LINGUAS variable for existing translations or to unset it such that all available translations will be installed.
