pantheon-settings is just a small configuration package. The elementary settings app is switchboard. The gnome one is gnome-control-panel. Tweaks is probably not working due to missing gsettings entry, remerge gsettings-desktop-schemas and try again.
It seems Switchboard does not yet play nice with the new 3.10 gnome-control-center.

Tweaks is working for me.
Can you please start switchboard from a terminal and then try to open tweaks. Switch back to the terminal and copy the log output it has produced and put it on pastebin or some other sharing service and report the link here.
