Obviously all customisable extras are optional; and nice to have, once base is implemented.
Here are various mapping solutions supported by Leaflet library:

Google map would require an API key, which would be complicated to setup or require to pay for more than 25k API calls

Actually, that also can be customisable via plugins. Then community could come up with integrations for various mapping solutions. Some of them would require access key when added.

I think support for Google Maps and Openstreepmap is a good start. Openstreepmap is already used for reverse lookups. But Google Maps looks better to my eyes (sorry). What other mapping solutions could be worth integrating?

I haven't checked recently but I think OSM also has a low limit on the number of calls, plus it was pretty slow when I was using it. I think Mapbox provides a nice reverse lookup service as well, and the request limit is 50000/month last time I checked. The downside is that you also need to sign up, so the setup process would add an additional step.

Licensing was a problem, we're using Mapbox GL and our own Places API now: https://github.com/photoprism/photoprism-places
