The issue is that the drag of the Evaporation thumb is not cancelled, so you can start dragging again after the thumb becomes enabled again. Another option to make this less weird would be to totally cancel the drag of the thumb, so that you need to initiate a new drag to start interacting with the Evaporation slider again.
Should probably discuss this with design team.

When the Evaporation slider is disabled, I am now ending any drag sequence that might be in progress. So you won't see the weird behavior described. You will have to initiate a new drag sequence to start using the slider again.
