To expand on this, with a little bit of digging, I found a list of addresses showing how the game reads the animation data at ED68A0. It looks like this:

Addresses are stored backwards. We can assume that the game begins reading Sonic's idle at 0x52F7C.

Using that, we can make a few assumptions: F0 FF is the beginning of a frame of animation, and F0 FF 00 00 FE FF is the end of the animation. So, to rearrange the beginning of your list a little bit, the game reads it like this:

It's possible that the format has 00 in front of F0 FF instead of at the end of the lines, though. I'm not sure, but it doesn't really change anything. Every animation seems to have an 00 00 F0 FF part at the beginning, which I guess is settings? I'm not totally sure.

Definitely kinda minor, but it does change how we would approach adding more frames. For example, to add another frame to the idle, you would adjust it like so:

Adding F0 FF 06 00 00 10 0E 00 does add another frame. 06 is the index, I dunno what 10 is, and 0E is how many frames to play - for instance, because the frame before is 0D, setting the variable to 0E will make the image play for one frame. The list of addresses at the top is useful in that, if your character needs too many frames, you can move the animation table somewhere else entirely and edit freely without worrying about hitting something else.

I can go through and adjust your list once school lets out if need be.

This is the layout of the animation data starting at 0x53344. The 4_ numbers in the front are the frame
index. Sonic's punching animation starts at index 40 (the 65th image on the spritesheet (including
blank ones that can only be seen with the nightly build)). We can change them to any frame from any
animation.

The attack data probably doesn't start with the sprite index, so things may need to get shifted.

Some of it seems to be complete animation loops, while others seem to only loop certain bits. I wasn't able to tell what everything was exactly at a glance - in fact, some of seemed to contain no data at all at yet was still sectioned off, like so:

If there's the name of a sprite set with ?? behind it, then it uses the sprites of that set but I'm not sure where it's used. If it's marked with ??, I don't have a clue what it is.

Man, I really hope that some of this shit is redundant. I went through and sorted every single animation. I said earlier that I think only 00 F0 FF starts a new line, and I think that may still be right, but I did see some instances of 01 F0 FF and the like in the mix, and so I put them on their own lines just in case I was wrong.
