Update to Game Version 80721 about warno-data HOT 6 CLOSED

Yikes, DivisionRules.ndf is a bit trickier. MaxPackNumber, which indicated how many 'cards' of this unit can be used, has moved to Divisions.ndf, for which I haven't written a parser yet.

I have now successfully adapted DivisionRules.ndf to game version 80721. csv and MySQL files were created without error of the until now updated files.

GDConstantes.ndf did not change much, however, MultiplicateurMetreRTSVersDistanceFeedbackTactique allegedly moved to a c-header file. It's value 1.0 div 2.83 did not change, so I'll leave it hard-coded for now.

The structure of Ammunition.ndf and OrderAvailability_Tactic.ndf did not change at all. No changes had to be made.
