Supply wheels for Windows about jenks HOT 3 OPEN

I don't have any need for this or any way to test it but if someone wants to take this on, I'm happy to consider a PR

from jenks.

I tried installing this on Windows 10 by running
pip install -e "git+https://github.com/perrygeo/jenks.git#egg=jenks"
and it gave the error

Even though version 15 is installed:

Same question, failed to install：

"Building wheel for jenks (pyproject.toml) did not run successfully."

on Windows 11.

I have no idea how to fix it. OTZ
