I had a look at enabling 'highway+name' for a nyc extract: https://gist.github.com/missinglink/1e9d4d4846248961f909
Unfortunately it's a bad idea importing this data as it will produce a load of duplicate street names due to how ways are modelled in osm; closing.
There are also very odd entries like http://www.openstreetmap.org/node/2708075966 which we don't want ending up in the db.
