Idea: Netconfig Backend about happi HOT 3 OPEN

Is the thought to load server info via happi to set up some nice utilities? I think it's a good idea if you have use cases planned for it, otherwise not worth the effort.

Random questions you don't necessarily need to answer:
What's the motivation? Being able to abstract away the netconfig API?
Would servers have z locations, and would you be linking beamline devices to the servers running their IOCs?

whatrecord's netconfig tooling is somewhat related here: https://github.com/pcdshub/whatrecord/blob/master/whatrecord/plugins/netconfig.py

It bypasses the netconfig tool and allows us to work directly with LDAP.
It's in use in the whatrecord frontend and shared-dotfiles' pick_host pcdshub/shared-dotfiles#28
