I see that it sets --workdir /github/workspace, and that -v "/home/runner/work/Technical-procedures/Technical-procedures":"/github/workspace should then map things correctly. Which makes it even more puzzling 🤔

Turns out, as expected, the error was on my end. I was so fixated on the examples, that I forgot that a GitHub action does not actually check out the repository by default; so the reason the files were not found, was the fact that I didn't have the following step:
- name: Get files
uses: actions/checkout@v2
from pandoc-action-example.
